bors is deprecated: setup GitHub merge queue

I've disabled bors. For now, I will rely solely on automerge, but in the future I would like to setup merge queue. Alternatively I consider setting up my own bors instance, because bors seems to be far easier in its use (perhaps because I'm used to it).
Perhaps I'm misreading the github page, but for me, there is no option to enable the merge_queue on the main branch page in the repo settings.
Pull request merge queues are available in any public repository owned by an organization, or in private repositories owned by organizations using GitHub Enterprise Cloud. For more information, see "GitHub’s products."
This is disappointing. Merge queues are only available for orgs.
