Notes skin no longer displaying Unicode correctly

Currently the skin, include, and script are in UTF-8, while the notes file itself is in UTF-16 LE w/ BOM. I thought that only the text file itself had to be in UTF-16 LE w/ BOM, since the skin and script do not contain any hardcoded Unicode characters... but I guess not?
