Description of the Issue
Objects above water, when camera is underwater, appear as if camera is above water

Debugging Steps Tested
Start the game, stay underwater, look at the rocks above water. Basically anywhere in the game almost all the time
Any renderer, full frame buffer emulation or not.

Fix:
Enable per-pixel transparent sorting
