Add `build-flang.sh` and `build-llvm-project.sh` to the repos of `flang` and `classic-flang-llvm-project`

Hello!

The scripts build-flang.sh and build-llvm-project.sh do not exist in the repos of flang and classic-flang-llvm-project, while they do in the tags at https://github.com/flang-compiler/flang/tags and https://github.com/flang-compiler/classic-flang-llvm-project/releases/tag/flang-15.0.3-20221103

These scripts are quite handy. Will they be included in the repos as well?
