Test sequence getting scrambled

1. Describe the bug, what it is and what it should be (expected behavior)

Drag and dropping tests or renaming a test folder seems to randomly scramble the test sequence. Also, drag and dropping tests to change their sequence doesn't work so it's not possible to fix.

2. To Reproduce

1. Import the following exported tests: Drag Drop Issue_firecamp.zip
2. Try one of the following:
   • Rename folder F1
   • Drag test 6 from F2 to F1
   • Drag any tests within F1 and drop within the same folder
