need to think through a good way to capture license expressions that is consistent with SPDX license expressions.

Need to consider this further in terms of operability and naming, and collaborate with SPDX before adding more exceptions

also consider somehow enabling use of license expressions that would allow entering an SPDX license expression, like GPL-2.0-only WITH Autoconf-exception-2.0 and then you could get an output that combines the info from the relevant YAML files so you can see it together
