replace the javascript `webhook.js` server with a bash script

Since we now have the https://github.com/Donders-Institute/hpc-webhook server, there is no need to keep the nodejs webhook.js server in the automation. Using the hpc-webhook throughout helps in consolidating.
This has been resolved. There is now a send-tweet.sh bash script with took over the tweeting from the nodejs implementation. Also the README has been updated.
