The lower I set the "renderScale" value, the larger this area is on the screen. Something strange is happening in her. This area appears only when "upscaling" is enabled.
There is little FPS in the video, but in fact this is not the case.

Try disabling variable rate shading. Without knowing what gpu you have its probably not compatible with the VRS tier being used.
You can still use upscaling but I'd shut off VRS and see if that helps
