Consider reducing repo footprint, e.g.:

  • remove excessive tests,
  • packages in their own repo or registry or reduced to a handful, e.g. only TAC

@solarw Extract what’s needed from #2810 into a separate PR to be merged.
Leave the tests restructuring in this PR to be examined in more detail.
