Icon size doesn't change space they occupy

Avoid duplicates

Expected Behavior
I believe that's the issue, as I cannot think of any reason it would behave this way :)
So if I go to settings->services and change 'service icon size' to small or extra small, icons I hope they would occupy less space so I can see more services at one
Actual Behavior
If I go to settings->services and change 'service icon size' to small or extra small, icons getting smaller but the space they occupy is the same so doesn't make any sense to make them smaller :)

Click on settings cog -> settings -> services -> change 'service icon size'
