Will this tool be useful for SPEC Power Performance tuning？
What do you want to optimize for, maximum performance per consumed power?
Then you might rather be looking for consumption metrics over a longer time while running the benchmark, while powertop seems meant to provide you with the power metrics for right now, without recording the metrics.
There are other tools like powerstat or Performance Co-Pilot with pmda-denki which might be better for longer time recording of consumed power. Measuring power from the outside of the system might also be good for your optimization.
