What does the ELN SIG need to do?
- The ELN mass rebuild is seeing a number of new failures, many of which are being caught early but would have occurred during the F39 mass rebuild. These need to be fixed and built for (at least) ELN prior to the c10s import.

I think we should leave community-mysql alone for now, as the package is named mysql in RHEL but automated renaming isn't in place, so it shouldn't be imported as is. (It's being built because community-mysql Provides: mysql etc.)

Carrying over remaining failures to #153
