Redo README and move all configs to own directory

What is the expected output? What do you see instead?
I expected to read the whole installation process in the README file but it is
only a link to the Google Code Wiki and there you need to read the comments to
figure out how to install the database part.
All this should be in the README file.
What version of the product are you using? On what operating system?

Please provide any additional information below.
It would be much easier to find the settings if it was in one directory and not
spread around.
(But it was a great project when I got it to work!)

What do you mean by "all configs"?
The README file should probably remain as is, but the relevant wikipage should
be enhanced with respect to configuring a specific backend.
