add first time workflow / setup

when first opening nodika, on a clean install, the user is guided to install the platform completely. target time is 30 minutes to have everything up and running.
first, he is presented with "hi welcome to nodika" screen, explaining the core functionality & purpose of nodika. Use the same resources as in #20.
then the setup is automatically started. If a step is skipped, the user gets redirected to the setup over page.
the setup consisting of:
- import clinics
- import doctors
- generate events
- settings
- admin data (address & email)
- finish
as long as no events exist in the system, the user is presented with the dominant option of continuing the setup (for example in the admin dashboard).
there exists a setup overview page which lists the possible steps, and which are already completed.
