[Feature] Create New template without having to upload a report

Is your feature request related to a problem? Please describe.

So currently if you deploy a new version of purify you have to upload a report and create templates from scratch by going through the template form. But I already have a test deployment with all my templates created. Currently I upload a report and create a poor template. But I copy and paste the template from one deployment to another.

Describe the solution you'd like

within the template section implement a button called "create new" which lets users copy and paste their templates they've made in other deployments without having to upload a report.
