Miscellaneous small fixes

- New implementation of track_id -> track_label
- Also, a timestamp is lacking its timezone in order to be ISO-8601 compliant
- Merge all pull requests
- EFO -> cell ontology for cell_type
- Fix Abnormal Cell ancestor, should be NCIT_C12913
- Add local_id for doc_info and collection_info (required by TrackFind)
- Update EFO ontology URL (no need after all)
- Create pull request for identifiers.org GCA pattern (insdc.gca):
'GCA_000001405.28' is not a valid 'URI'. - Update all URLs to use v1/current
