I tried to download a few models, and all of them can be downloaded successfully.

If you are using a linux system, you can try to use:
wget checkpoint_path to download the provided checkpoints.
For example, wget http://dl.fbaipublicfiles.com/cutler/checkpoints/cutler_cascade_final.pth

To get the checkpoint address, you can right click on the download link in the model zoo (see attached screenshot).
