Add "winget" package support for Windows

MS released winget package manager. Consider to register ghacu to this package manager.

Describe the solution you'd like
Would be great to have possibility to install ghacu in the following way:

winget install ghacu

Describe alternatives you've considered
Install ghacu manually.
