App pinned to Taskbar forgets its already opened

Describe the bug
A clear and concise description of what the bug is.
To Reproduce
Steps to reproduce the behavior:
- pin to taskbar
- open app
- login
- close app
- note that it is still open in app drawer
- click on pinned app
- New app instance opens instead of opening the app that is still open in app drawer
Expected behavior
i close the window app still open in drawer if i click the pinned app it should not open a new instance it should open the drawer instance
