Badly encoded URLs are HTTP 500

Requests with badly encoded URLs such as GET /% are HTTP 500.
I submitted a PR with a fix four months ago: #85
Sorry I did see it as you see I assigned a label, but then I still have not gotten around to it due to a large backlog. It is currently holidays where I am so earliest I will get to it will probably be Jan, though there are other PRs in here ahead of that one that need review / merging as they have made changes since their reviews.
