Support panoramix on windows

Hi,
I was trying out panoramix on windows and it throws in various places. One predominant exception was that timout_decorator uses signals that are not available on windows.
Would be great to be able to also run it on windows.

@tintinweb : did you mean you managed to build all the dependencies first ?
Please share your site-packages with me ! I’m struggling to get them built…
@ytrezq that was actually a request to make it windows compatible :) I'd also like to see that. A workaround would be spinning up a docker container instead.
@tintinweb : but in order to fall on this issue, you performed the hardest : installing the dependencies, isn’t it ?
