Update TCF Version field

Is your feature request related to a specific problem?
TCF Version field is hardcoded to 2.0.
Let's update to 2.2 and stop using this field to determine if a preference is outdated because this distinction doesn't seem to be meaningful for TCF anyway. Let's always return a previously saved preference as the "current preference"

Ah! I knew I had created this ticket and then couldn't find it. It's been replaced by this one: https://github.com/ethyca/fidesplus/issues/1167
