Appearance of social media inactivity/dead project mitigation

Add ETC_Network Twitter to list of socials.
Note: Adding ETC_Network to the footer for CMC and CoinGecko ETC project profiles list along side the eth_classic. The goal is to make sure we always have two social accounts in case one becomes compromised like what happened with Charles and IOHK. eth_classic has gained many followers and is newer than ETC_Network with less posts. So we should feature both community managed accounts to make sure all twitter-together activity is getting traction for the network.
PR's for the twitter together accounts will follow with required verification tweets for CMC and CoinGecko. I hope this is a clear description for the intent of this PR and the following PRs.
