There should be a version identify and update feature for older versions of Solidity

Hi, I have been using EIP process for some of my old projects(relatively 12-13 months), and I encountered some issues while doing so.

I have proposed for version identification and update option to be added so that it is easier to configure it.

Can be done in the terminal itself too
