test dev env on every push to crowd.Bible and cpg-server

whenever we update crowd.Bible or cpg-server we need to test the dev env to ensure that things still work. currently we have tests for sso stuff like registration/login/password-reset, etc.
create/update a github actions workflow to test the UI of the dev env.
