Creat Forms (leads) permission

<I Can't find were I can give to a user the permission to create forms (Leads). ADM can´t create new forms "Permission required"

To Reproduce
Steps to reproduce the behavior:
- Go to 'POP UPS.'
- Click on 'CREATE POP UPS'
- Scroll down to 'Popus.' Complete de Form
- See error - "Permission required"
