improve login on dead salt-master

Is your feature request related to a problem? Please describe.
When the salt-master/salt-api has been shut down, but the SaltGUI page for login is still showing, login attempts fail with "Authentication failed".
Describe the solution you'd like
When the server is unreachable, the error should be "Server Unreachable"
the system reports "Network Error", so that is what we will report back
