Developers' guide for new layouts?

Is there any documentation on the XML format for adding new layouts? Maybe a 
style guide or something too? I want to add a Math layout and an IPA layout. 
I'll get started as well as I can anyway.

Note that the project is in currently in maintenance mode due to lack of time 
on my part, and also in the process of being migrated to Github. No promises 
about being able to merge external contributions at this point.
