Add new algorithm of phase envelope calculations for hydrocarbon-water mixtrues

Is your feature request related to a problem? Please describe.
Generally, we treat polar comonet as prue like water in PT phase envelope algorithm for hydrocarbon-water mixtrues ,which is simple and fast, but the method doesn't consider the effect of polar component for such system.
Would be nice to have more reasonable method for hydrocarbon-water mixtrues to describe phase behavior in NeqSim.
