pass financial agreement update (from assembly '18)

would be awesome if we can get it done in this sprint (ie, proposal could go up today); part of newsletter invoices/payments are a bit delayed right now due to this
Can I merge my pull request now and update our handbook given the agreement passed? We should celebrate this one by spending a little on beer :)
