since fp-ts (v3) has been merged into the Effect ecosystem it would be great to have this course rewritten using Effect

I don't understand where is the "issue". Could you label it better?

Anyway, I have personally 0 intentions of rewriting this for effect. Maybe few years from now when most of the fp-ts community will have migrated to it. Feel free to fork and do it, if you feel like it, there's an MIT license.
