publish new container image with packer update for ubuntu 22 targets

Not 100% sure what this means, but I am assuming this is obsolete by now since everything works fine with Ubuntu 22.04 targets?
ubuntu22 disabled RSA key support in openssh, and the old image had an old packer version that insisted on RSA I think. Once we merge configcleanup, this should be solved
