Scoreboard doesn't start automatically

with the migration to the scoreboard from EnoLandingPage, this issue is obsolete
however we could rephrase it to "rsync does not start automatically" 😛
That would be hard to automate, given that the EnoLandingPage is usually hosted on infrastructure not managed by Terraform.
If we use the landingpage to export a ctf.json, it could contain the url and thus the hostname of the page's server. But I agree this would probably be overengineered
