Battery: No option to make alert percentage trigger consistent with design percentage choice

Right now, there is a mismatch between the percentage show by {percentage_design} and the percent at which the critical alert triggers. This leads to a situation where I've set alert_percentage to 20 and {percentage_design} shows my battery at 19% without the alert flag being triggered.
One way of solving this would be to add a new boolean setting that switches whether the alert triggers off the percentage or percentage_design methods.
Providing this option would provide a more consistent experience for users who prefer {percentage_design}.
