Add community stores for all non-zero community balances

We have the rpc returning all the encointer balance entries for encointer communities with non-zero balances. It could be useful that we create community stores for all those non-zero balances, which would mean that those communities would by default be visible in the balances overview or in the community selector without first choosing them on the world map.
