New ems link type ems://file:contentType:ouuid

Currently we have
- ems://asset:hash?name=image-20230119152904-1.jpeg&type=image/jpeg
- ems://object:contentType:ouuid
Add a new one for linking to a file from a document.
Also add a new route to handle this new file type.
This is fixed with dashboard pickers
