Binary Folder

I'm new at this, could someone explain where the binary folder is that contains the facetracker.exe file? no search on this git or in the downloaded files contain the file or the folder being referenced in the usage instructions.
I do have python installed but prefer to use windows for my program activations.
"If you downloaded a release and are on Windows, you can run the facetracker.exe inside the Binary folder without having Python installed. You can also use the run.bat inside the Binary folder for a basic demonstration of the tracker."
The binary folder only exists in the release archive: https://github.com/emilianavt/OpenSeeFace/releases
