Lead ore and metal blocks have no tool requirement

Describe the bug
Lead ore and metal storage blocks can be mined without a pickaxe, contrary to vanilla ores and metal blocks

To Reproduce
Mine a lead ore block with an open hand, a lead ore item is dropped

Environment
Mod version: 0.2.7
Forge version: 36.1.4
