Summon ritual does not work

So I'm trying to summon wither skeleton.
I placed brazier with charcoal piece out in the open, I placed necrotic focus two blocks away with a piece of soulsand and two stone hands with a bone and a soul shards to the sides of it, and made a circle of ashes around so that summoned skeleton won't go running around. I lit the brazier and orange lights appear, but then charcoal just burned away and nothing happened. What have I did wrong?
Not sure what’s wrong. It could be the same issue as #48, or it could be something separate. I’ll verify that it works in my dev environment.
Just thought I'd add in. In that other tread you mention mod DungeonsGear, I don't have it and I never even heard of it prior to now, so this is can not be the case.
