As far as I know Unity is free (though not open source), and Unity Learn is mostly free (some courses/tutorials require that you buy specific asset packs, but most do not). Some but not all assets on the Unity Asset Store are also free to import. (https://assetstore.unity.com/top-assets/top-free)
