Missing step in PPP workflow

There is a step between
"this will create a folder in an outbox of the folloiwng format
folder name YYYYMMDD
folder contains, for each article to be published, a file of the following kind
elife_poa_eNNNNN.xml
elife_poa_eNNNNN_ds.zip
decap_elife_poa_eNNNNN.pdf"
AND
"this sends files to HW and to crossref and prepares files for downstream delivery."

The decap_elife_poa_eNNNNN.pdf is changed to elife_poa_eNNNNN.pdf before delivery to HW.
