Any video filety except for webm is a garbled mess

What Happened
Trying to playback any video file, or stream any video source (that isn't a webm) from epiphany or webkitgtk browser results in this:
Expected Behavior
Videos playback correctly ( I believe they did a couple of days ago
Steps to Reproduce
- Open a video file (that isn't webm) on a computer with Haswell Mesa integrated graphics
- Try watching the video

Lenovo ThinkPad X240 w/ Intel i5-4300U & Intel® HD Graphics 4400 (HSW GT2)
Closing since this is from before we started shipping Videos as Flatpak and the codec situation is very different now. This should be resolved
