Show on-screen keyboard shortcut

What Happened?
It is not obvious that an on-screen keyboard is available and that it is possible to set a keyboard shortcut to invoke it. (see comment here elementary/terminal#636 (comment) for example).
Steps to Reproduce
Show the overlay
There is no entry for toggling the on-screen keyboard.
Expected Behavior
Have a "Toggle On-screen Keyboard" entry to the overlay - presumably after the "Switch keyboard layout" entry
