Move contracts to a deb package here

We're currently shipping file roller contracts as part of their own package here: https://github.com/elementary/file-roller-contract

But we probably want to create a package of this elementary-runtime-based version of file roller to pull in with seeds

We should probably move/copy that repo to an orphan branch here so that one package installs our Flatpak build and contracts
