two playbook repositories

It looks like we've currently got two somewhat-conflicting issue triage playbooks:
- https://github.com/electron/governance/tree/master/playbooks/responses (from #9)
- https://github.com/electron/governance/tree/master/wg-releases/issue-playbook (from #308)
The content in the first one has had more maintainers submitting changes to it and probably should be the preferred content, but since issue triage is a wg-releases task, the location of the second playbook makes more sense than a top-level directory.
CC @codebytere, @sofianguy, @mlaurencin. I'm inclined to move the contents from the former into the latter and remove the former directory, but thought I'd open an issue to check that I'm seeing this right and not missing some context.
