Create a new Api to expose package configuration assets

As part of elastic/elastic-package#1469 packages configurations will now be rendered at build time and will become package assets.
These assets should be exposed via Api in order to allow solutions to fetch them.
The outcome of this issue will be a new Api endpoint.
