RFE - Support UBI Based Images

I would like to submit an RFE for the UBI based Elastic Package Registry images to be published like is done with other ECK images. The other elastic products (elasticsearch/kibana/agent) support images based on ubi8-minimal denoted by a -ubi8 suffix in addition to the standard images.
This is important to have so that all the elastic images used in disconnected environments can use the ubi based images from elastic.
