Observability Alerts & Maintenance Window Visibility

Describe the feature:

Based on #164255 the ability to filter maintenance windows to more specific scopes was added. An area that now is missing some clarity is what alerts are actively being suppressed by what maintenance windows.

It would be nice to have alert-as-data where two things are visible:

  1. An active alert had its notification suppressed by any maintenance window
  2. A list of active maintenance windows who's scopes cover the alert.

Describe a specific use case for the feature:

As an Observability operator, I want to be able to suppress notifications for specific areas during maintenance, however, I also want to know which Active alerts are being suppressed and which maintenance windows are doing the suppression.

This would help:

  1. Identify which active alerts are to be expected (because of a maintenance window)
  2. Identify which maintenance window is causing the alert.

@jasonrhodes I suspect this work is related to @elastic/response-ops team since they implemented the logic for the Maintenance Window.
