[ML] Make aggregation interval adjustable in Change point detection UI

When investigating change points in AIOps Labs it would be really helpful if it was possible to manually adjust the aggregation interval. At the moment it is automatically set based on the time range. This means that the interval grows linearly with the time range making it harder to find sudden (short-lived) change points when looking over longer time ranges.
Workaround
A workaround is to use Dev Tools where it's possible to control the agg interval. However this is more cumbersome than using the ML ui.
