Loadbalancer member in error

With the Octavia load balancer there is always a member of the pool in error :
we have to find a way to fix this.
When there's 2 nodes, one of the https member is down. Both http members are up.
If the resource "openstack_lb_monitor_v2" "monitor" is removed, both members are up...
